Skills to be recorded by the employer

The new skills function is a good addition at first glance. Unfortunately, forms and data can only be entered/uploaded by employees, which is only partially functional for us as an employer.

This is where company seminars, certificates, etc. come together and it would be good to be able to add these to the relevant employee themselves.
