Report missing bookings, readiness not taken into account

We need an option so that "on-call" can be used in the output/evaluation despite the planned absence type.

Standby is not a working time for us, only an allowance that the employee receives if they are scheduled to be on standby.
Nevertheless, the employees must record working times on these days, which therefore cannot currently be checked with the "Missing postings report".
